Sheridan-native Joseph Francis Rulli, 65, of Mesa, Ariz., died Monday, March 10, 2003. Memorial services were March 14 in St. Anthony on the Desert Episcopal Church in Scottsdale, Ariz. Cremation has taken place, and Mr. Rulli's ashes will be scattered later in the Big Horn Mountains. Mr. Rulli was born Sept. 18, 1937, in Sheridan to Joseph and Peggy (George) Rulli.

He was a 1955 graduate of Sheridan High School and a 1962 graduate of the University of Wyoming with Bachelor of Arts degrees in music and education. He received a Master of Arts degree in music education in 1971. He was a music educator in Wyoming for 33 years and taught instrumental and vocal music at UW and in Gillette, Buffalo, Powell and Casper before retiring in 1995. He was a member of Music Educators National Conference, Wyoming Music Educators Association, National Association for Jazz Education, National Education Association, Wyoming Education Association and Natrona County Education Association. He was named Wyoming Outstanding Music Educator in 1994.

He also belonged to Casper Rotary Club, Casper Civic Chorale, Wyoming Flycasters, Casper Country Club and St. Anthony on the Desert Episcopal Church.

Survivors include his wife, Sheila, of Mesa; his mother of Sheridan; a son, Richard; a daughter, Dershie; a sister, Tonia Burnette, of Riverton; a brother, Dan, of Washington, D.C.; and four grandchildren. Memorials may be made to St. Anthony on the Desert Episcopal Church, 12990 E. Shea Blvd., Scottsdale, AZ 85259, or to a charity of the donor's choice.

SCOTTSDALE, Ariz. - Memorial services for former Wyoming resident Joseph Francis "Joe" Rulli, 65, were conducted March 14, 2003, at St. Anthony on the Desert Episcopal Church in Scottsdale.  Cremation has taken place and scattering of ashes will be at a later date in the Big Horn Mountains.

He died March 10, 2003, in Mesa.

Born Sept. 18, 1937, in Sheridan, he was the son of Joseph F. Sr. and Peggy (George) Rulli; was raised and educated in Sheridan; and graduated from Sheridan High School in 1955.

On Sept. 4, 1960, he married Sheila E. Fitzgerald in Casper.

He graduated from the University of Wyoming in 1962, with a bachelor of arts degree in music and education; and completed a master of arts in music education in 1971.  A music educator in Wyoming for 33 years, he taught instrumental and vocal music in Gillette, at UW, and in Buffalo, Powell and Casper; and retired in 1995.

An active musician throughout his life, he was a member of the Music Educators National Conference; Wyoming Music Educators Association; National Association for Jazz Education; and National, Wyoming and Natrona County education associations.  He was named Wyoming outstanding music educator in 1994 and belonged to the Casper Rotary Club, Casper Civic Chorale, Wyoming Flycasters, Casper Country Club and St. Anthony of the Desert Church.

Survivors include his wife of 42 years of Mesa; mother of Sheridan; son, Richard J. Rulli of Columbus, Ga.; daughter, Dershie (Rulli) Barber of Cheyenne; sister, Tonia Burnette of Riverton; brother, Dan of Washington, D.C.; and four grandchildren.

He was preceded in death by his father.
